I am commanded by the Air Council to inform you that they have for some time past been following with interest the efforts of Mr. Vaughan-Fowler to establish a regular air service between Hong Kong and Shanghai and to secure a footing for British civil aviation in China.
In this connection I am to refer to
12 correspondence forwarded under cover of Foreign Office
letter of 12th April last numbered F 1527/3610/10, a copy of which was sent to your Department.
The Council would be glad to know whether the Hong Kong administration are favourably disposed to Mr. Vaughan-Fowler's proposals, and if so, whether they have considered, or would entertain, the question of affording him personal assistance in his efforts to establish a British air service there, a proposal to which the Council attach considerable importance.
